The U.S. Space Force has completed the first operational phase of its Victus Haze mission, demonstrating the military’s ability to rapidly launch, locate and inspect a newly deployed satellite in orbit within days instead of months — a milestone officials say could reshape how the United States responds to emerging threats in space.

The demonstration combined a record-setting responsive launch by California-based Rocket Lab with an autonomous orbital intercept conducted by defense startup True Anomaly of Colorado. Together, the companies completed a series of rendezvous and proximity operations designed to simulate how U.S. forces could quickly characterize an unfamiliar spacecraft during a crisis. The mission concluded its primary operational objectives 11 hours ahead of the Space Force’s 72-hour requirement.

The operation began June 19 when the Space Force issued Rocket Lab a notice to launch. The company lofted its Pioneer spacecraft, designated Puma, aboard an Electron rocket from New Zealand 16 hours and 42 minutes later, establishing a record for the service’s Tactically Responsive Space, or TacRS, program. After reaching orbit, Puma completed spacecraft commissioning in 37 hours and 36 minutes before beginning the mission’s orbital demonstration, Rocket Lab said on its website.

Waiting in orbit was True Anomaly’s Jackal-0004 spacecraft, which had launched in May aboard a SpaceX Falcon 9 rideshare mission.

Puma closed  to within 60 miles of Jackal just eight hours after launch. The spacecraft photographed, monitored and characterized the target satellite in near-real time. Then the roles reversed with Jackal becoming the pursuer. Using onboard sensors and the True Anomaly’s autonomous Mosaic mission software, Jackal maneuvered from its initial orbit, conducted multiple close approaches and circumnavigations, collected imagery and characterization data, and returned to its original orbit without real-time human control of individual maneuvers.

The sortie was completed within 61 hours after the operational tasking was issued.

“Jackal performed exactly as designed, demonstrating precise propulsion burns and nominal ingress, successful closed-loop tracking, precision pointing, imaging and characterization of the target before egressing to its base orbit,” True Anomaly said on its website.

Victus Haze represents the second major demonstration under the Space Force’s TacRS initiative, which seeks to compress the timeline required to design, build, launch and operate military spacecraft.

Victus Haze also demonstrates how the Space Force intends to blend commercial innovation with military operations. Space Force officials say responsive launch, autonomous spacecraft and rapid rendezvous capabilities could allow commanders to inspect unfamiliar satellites, replenish damaged constellations or deploy new space assets faster than before. Future TacRS missions are expected to expand those capabilities while refining the tactics and procedures needed for routine operational use.

The TacRS program was created to address a concern among military planners that future conflicts could extend into space, where adversaries might try to disable, replace or closely monitor U.S. satellites. Rather than relying on yearslong acquisition cycles, the initiative is designed to field commercially developed spacecraft and launch services that can be activated on short notice and rapidly deployed to respond to unexpected events on orbit.

The first TacRS mission, Victus Nox in 2023, proved the military could rapidly place a spacecraft into orbit after receiving launch orders. Victus Haze expanded that concept by demonstrating that once a satellite reaches orbit, it can immediately locate, inspect and characterize another spacecraft on operationally relevant timelines.

Military officials say that capability is becoming increasingly important as space grows more congested and potential adversaries develop sophisticated maneuverable satellites.

“We are excited to demonstrate advanced TacRS capabilities on orbit,” Lt. Col. Lincoln Miller, Space Safari system program manager, said in a June 22 news release from Space Systems Command, the Space Force’s acquisition and procurement field command. “Victus Haze culminates the TacRS ‘crawl, walk, run’ phase of on-orbit demonstrations.”

The mission also showcased the Space Force’s reliance on commercial industry. Rocket Lab built, launched and now operates the Pioneer spacecraft, while True Anomaly supplied the Jackal spacecraft and its autonomous mission software. The effort also involved partnerships with the Defense Innovation Unit, SpaceWERX, Lawrence Livermore National Laboratory and The Aerospace Corp.

Victus Haze overcame significant setbacks before reaching orbit. The mission had originally been planned for 2025, but delays followed multiple anomalies involving Firefly Aerospace’s Alpha rocket, which had been scheduled to launch True Anomaly’s spacecraft. Instead, Jackal was reassigned to a SpaceX rideshare mission while Rocket Lab’s launch proceeded as planned once the responsive launch order was issued.

Although the demonstration focused on rapid response, officials say the satellites will continue to support training after the initial mission. Space Force operators plan to use the spacecraft to refine rendezvous and proximity operations tactics while gathering operational experience for future TacRS missions, including Victus Surgo, Victus Salo and Victus Sol.

The mission also could influence future procurement decisions. Space Systems Command has said the acquisition approach developed for Victus Haze established a foundation for rapidly producing additional responsive spacecraft from either Rocket Lab or True Anomaly if operational requirements demand them.

For the Space Force, Victus Haze demonstrates a larger aim, to show that responsive launch, rapid on-orbit maneuvering and commercial technology can be combined into an operational capability capable of responding to future threats in space.

“Victus Haze set out to demonstrate our ability to respond to irresponsible behavior on orbit under operationally realistic conditions, and we are doing just that, leveraging commercial partnerships to maximize flexibility and minimize cost,” Col. Bryon McClain, acting Space Force portfolio acquisition executive for Space Combat Power, said in the Space Systems Command news release. “The United States has the most innovative space industry in the world. Victus Haze is primed to further demonstrate our readiness to lean on our commercial partners to deny, disrupt, and counter any adversarial advantage—no matter where they try to operate in space.”
